Cursor pagination for list endpoints.

List endpoints use cursors, not page numbers, so results stay consistent while data changes.
Request
GET /api/v1/investors?limit=100&cursor=OPAQUE_CURSOR
Response
A page contains the items and, when more results exist, a cursor for the next page. Treat the cursor as an opaque string. Do not parse or construct it.
Stop when a response contains no cursor.
